Meeting with Mr. Arvizu, Pension Fund's CEO

Dear all,

Finally today staff  representatives met with the Pension Fund's CEO, Mr. Arvizu; early this afternoon the Presidents of the three Federations - UNISERV, FICSA and CCISUA - our Federation, currently presided by Ian Richards, who is in charge of the Geneva staff representative body -  and I met with Mr. Arvizu, who was accompanied by the Fund's COO and HR official.

The CEO clarified some very important issues, including that the Pension Fund Administration will not seek to change the contracts of Secretariat staff currently working there, i.e., Pension Fund staff members holding Secretariat contracts will continue to hold Secretariat contracts.

In addition, the following was made clear:

a) The Pension Fund staff members in New York are represented by the United Nations Staff Union; in the absence of elected representatives from the Fund itself, the Executive Board of the Union, as usual, will defend and protect the rights of those members;

b) The Pension Fund staff members in Geneva are represented by the Geneva Staff Coordinating Council;

c) Any proposal which may change and/ or further clarify the current Memorandum of Understanding between the Fund and the Secretariat, as well as any eventually proposed new document/legislation that may affect in any way Pension Fund staff members,  will be the object of full joint consultations with staff representatives in New York and Geneva as per ST/SGB/274, ST/SGB/2007/9 and other pertinent legislation;

d) Any action or words by Pension Fund Administration officials that may be perceived by staff members as retaliatory or threatening to their careers will not be accepted;

e) The path mandated by A/RES/68/247 (below) will be followed to the letter:

13...the Board, in consultation with the Office of Human Resources Management of the Secretariat, to complete its review of the policies governing the recruitment, promotion and retention of the staff of the Fund and to report to the General Assembly, no later than at the main part of its seventieth session, on the outcome of the review and any measures proposed;

f) For the sake of transparency and information, the CEO will soon arrange for a Town Hall meeting with the presence of the RSG, OHRM and staff representatives; during that meeting, the CEO will brief staff members on any plans, proposals,or ideas (as well as their reasoning)  which may somehow affect them; an interactive discussion will follow.

Hopefully the meeting today will lead to a process where staff members in the Pension Fund will feel that they are an integral part of the decision-making process on issues related to their career and conditions of service. As always, your Union, together with our counterparts in Geneva, will continue to work closely to ensure such an outcome.
